Job Overview/Purpose:The Manager, 2nd Line Control Testing has responsibility for the implementation and ongoing execution of 2nd Line of Defence (LoD) Control Assurance. This forms a key part of the overall Risk Control Framework (RCF).
The Manager, 2nd Line Control Testing assesses, independently of the 1st Line, the operating effectiveness of key controls owned by the 1st Line and where required raising findings in relation to the test activity.
Last but not least the Manager, 2nd Line Control Testing acts as a Competence Centre with regard to controls and control testing, (proactively) advising the 1st and 2nd LoD on control related themes.
Key Responsibilities and Accountabilities: Implementing the WRR ORC 2nd Line Control Assurance Framework as part of the Risk Control Framework (RCF) Program. This includes supporting the formation and build-up of the new Control Assurance capability;
Working together with multiple stakeholders both in 1st and 2nd LoD to determine the design effectiveness of key controls;
Independent of the 1st Line assessing operating effectiveness of the key controls and where required raising findings in relation to the test activity;
Acting as the local centre of competence with regard to controls and control testing, (proactively) advising the 1st and 2nd LoD on control related themes.
Support the alignment of Credit Assurance and Control Assurance including identifying opportunities for cross-skilling and enhancements.
Working with the Head of Operational Risk AU & NZ and Head of WRR 2nd Line Testing to develop and implement the Annual 2nd Line Control Assurance Plan
Educate and coach the 1st Line Control Owners and other stakeholders on the effective design and execution of Control Self-Assessment.
Identify opportunities for improvement in the 1st Line owned controls
Assisting in the completion of relevant/required 2nd Line reports to Boards, Committees, Group, Management and Business Units as required.
Supporting the 2nd Line Credit Assurance team

Job Skills and Knowledge: An understanding of Operational Risk Management within the financial services industry and related regulatory standards (Basel II and APRA Prudential Standards).

A knowledge of causes, influences and drivers of operational risk.
Technical and Specialist Skills
• Excellent knowledge of control testing and control frameworks (ie Internal Audit, SOx, Volcker, 2nd Line Control testing or similar)
• Attention to detail and an ability to produce high quality, accurate property appraisals.
Qualifications: Bachelor's Degree or International Equivalent.
• 5 - 10 year relevant experience (e.g. control testing, process/risk management)
• Experience in Audit and/or with testing for regulatory frameworks
• Relevant experience in the financial industry
Graduate Education eg MBA/CA/IIA qualification or similar post graduate knowledge
